Today I took all the screws that mount fenders, racks, etc to my bike's frame out, re-lubed them with Permatex anti-seize compound and reinserted. One front screw which only went partway into the boss actually stripped that part of the boss, so I replaced the screw with one that completely penetrated the boss.

Since I did this once before a few months (or maybe a year, I don't remember) back, all the screws did come out, though the ones on the bottom part of the bike nearer to the road crud were pretty sticky and I had to be careful removing them. Hopefully if I remember to do this every 6 months or so, I won't have situations like I've had int he past where I had to heat the frame with a torch to get screws out. In one case I even had to drill a screw out.
