This is the cheapest glass replacement around. < $10 shipped for a new glass. Tools are some source of heat, a heat gun is best, hopefully an infrared thermometer though that's definitely not necessary, some guitar picks or a razor knife and some string to get the old glass off. Some packing tape over the old glass to keep it from falling apart is good.

Oh, and patience and care. Take it slow. Total time was about 45 minutes, about half getting the old glass off, most of the rest cleaning up the messy glue from the LCD.

The damage here was caused by the phone winding up face down in a parking lot and getting run over. It worked afterward but had this lovely damage. The replacement glass is just that - a piece of glass over the screen.
