Actually, if you're warm in the first **15 minutes**, you're dressed too warmly. I guess that depends on your commute length. I see a lot of commuters on bikeforum that are only going 4 miles, which is only about a 20 minute commute, so dressing to be cold for the first 15 minutes would be foolish. I'm going 11+ miles so it's not so bad.
But it's tough to gauge that exactly right. I'm ALWAYS cold when I first step out, but learning where the balance is between how much heat I'm generating and the current chill conditions is tough. I think you just need to experience all the various rain/sleet/snow/wind/humidity combinations, probably a couple of times, to get a good feeling.
Many long-time riders even advocate keeping journals. If I went that way I'm afraid I'd geek out and build a database. "SELECT clothing, comments WHERE conditions LIKE "%rain%" AND conditions LIKE "%snow%" AND temp > 20 AND temp < 30;" Hmm, sounds like a good opportunity to do my first PHP project as well...
